In contrast, the U.S. government’s “Executive Order on Advancing Biotechnology and Biomanufacturing Innovation for a Sustainable, Safe, and Secure American Bioeconomy”1 focuses on promoting biotechnological processes for the production of novel materials, chemical and pharmaceutical products, food and biofuels. In March 2023, the Office of Science and Technology Policy (OSTP) and the Departments of Defense and Commerce put forth the following plans and strategies for implementing this order.

The OSTP published the report “Bold Goals for U.S. Biotechnology and Biomanufacturing. Harnessing Research and Development for Further Goals”.² In it, the OSTP outlines a vision for potential applications of biotechnology and biomanufacturing and how R&D can contribute to their realisation. The report is intended as a guideline to help the nationwide coordination of public and private R&D activities on the bioeconomy.

The Department of Defense released its own “Biomanufacturing Strategy”³ in order to steer the Department’s USD 1.2 billion (EUR 1.1 billion) investment in the domestic biomanufacturing ecosystem, announced in 2022 as part of the National Biotechnology and Biomanufacturing Initiative. Among other things, the strategy guides research funding efforts, industry partnerships, and relationships with allies in this critical technology field.

The Bureau of Economic Analysis of the U.S. Department of Commerce published the report “Developing a National Measure of the Economic Contributions of the Bioeconomy”.4 This draws up a system for determining the economic value of the country’s bioeconomy.
